How the line marks add to the count
Each line is a separate combining character placed after a letter or space, so the counted length is the typed length plus one extra character for every marked character. Example with the words "cute fonts":

How underlining is done
There is no underline in plain text, so these styles add a tiny combining mark after each letter. A combining mark has no width of its own: it draws a line under or over the letter before it. Underline adds one low line, Double underline adds two, and Overline adds a line above.
All three also mark the spaces between words, so the line runs unbroken through the whole phrase.
The character count doubles
Each mark is a character of its own. A word of ten letters and spaces becomes twenty counted characters. The table below the list shows the example for the words in our sample text. That is a big deal in a short field such as a 30-character TikTok nickname.
Line marks are also drawn differently by each app. Some join into one line, some leave gaps, and some clip the line. Check the look on the app where you will use it. Marks are labelled Mostly safe, because the characters exist in the fonts we measured but stacking differs.
Questions
Why is my underlined name so long?
Each underline mark is one extra character, so the count roughly doubles.
Why are there gaps in my underline?
Some apps draw each mark separately, which leaves small gaps between letters.
Can I underline in a username?
No. Usernames take plain letters, numbers and a few symbols only.
Is a double underline safe?
The mark exists in the fonts we measured. The look varies by app, so the label is Mostly safe.
